The South African National Roads Agency SOC Limited, generally known as SANRAL, is an independent, statutory body registered in terms of the Companies Act. SANRAL operates in terms of its founding legislation, The South African National Roads Agency Limited and National Roads Act (Act No. 7, 1998). The South African government, represented by the Minister of Transport, is the sole shareholder and owner of SANRAL. It is governed by a Board of eight people, six of whom are appointed by the Minister of Transport; the Chief Executive Officer, who is appointed by the Minister; and a representative of the Minister of Finance. SANRAL manages assets in excess of R325 billion, including land values.
SANRAL has a distinct mandate – to finance, improve, manage and maintain the national road network (the “economic arteries” of South Africa). It is committed to carry out its mandate by protecting and preserving the environment through context-sensitive solutions. It will continue to support the development of South Africa’s human capital through tertiary institutions and cooperative governance. SANRAL actively participates in communities across South Africa.

The entity has two primary sources of income. Non-toll roads are funded from allocations made by the National Treasury. Toll roads are funded from borrowings on the capital and money markets – bonds issued on the Bond Exchange of South Africa (BESA) in the name of the South African National Roads Agency Limited, or through the concessioning of roads to private sector consortia.
The SANRAL Head office is in Val De Grace, Pretoria and four regional offices are in Menlyn, Pretoria; Pietermaritzburg; Port Elizabeth and Bellville, greater Cape Town.
The compliance with all legislation affecting SANRAL and its business is a non-negotiable commitment by SANRAL to its stakeholders and the community in general.
To ensure effective management, SANRAL works through an unconventional “cluster” system which gives opportunities for mentorship where skills and knowledge are shared throughout the cluster. These clusters include materials management, incident management, environmental management, design and construction, statutory control, survey and land, routine road maintenance, and the administrative and community development sectors.
